I think in this case they are referring to a Computer Systems Administrator even if the task to be carried out include tasks usually done by a webmaster :).
 
I know of several organisations which insist on the Computer Systems Administrator title rather than the traditional Systems Administrator.
 
I have also noticed a general misunderstanding of what duties personel in computer units should carry out.

1. what is a system?
2. define sysadmin's tasks based on the system to be
  administered
3. define the skills level required for (2) above

obviously, you can see that we shall have a blend of many systems,
tasks and skills.
