As for VOIP I think in the names of research and development we should be able to install a Voip box at the IXP and have all those on this list as users. This is a closed user group and within the gray lines of the ucc regulations we could get away with it.
I think it's also a good test case. For so long we talk and do nought. Lets be like our neighbours the kenyans challenge the status quo, maybe the minister and the regulators will get off their you know whats and do something. Right now we are lying back and taking whatever they throw at us, and unless we get Up and make a stance they will continue screwing us (forgive the french but I'm fed up) so who is on board ?? Bring the box we will install it at the UIXP give it one of our IXP addresses thus it's only local and VOIP away.( in the spirit of joint testing).
