Nice job. The 13-age limit is by default included in most bulletin
boards for purposes of age-restriction, though its usefulness is up to
question.
Torrents are the way to go for most of these large files. AFAIK most
vendors now release images of their distros via torrent for those
people whose links are limited so this should work for us.
I notice you are using phpBB. It has a poor track record in regard to
security so you can expect to see rogue traffic with kiddies trying to
check for bugs/holes in your configuration as well as the core phpBB.

If the server is good enough, and your ISP has great connectivity
to the exchange point, that's ideal.
