please find an extract from

basic responsibilities for cctld's and I'm sure when we put this in context 
with the governance discussions going on we could expand this further.

In this regard i point us to the interests of the "soveriegn state"  which i do 
not beleive are being taken in consideration today as regards to the .ug.  
Technically i already said and stated that a commendable job has been done and 
by suggesting that CFI be given the first 5 year term is confirmation of that.  
However the internet is changing on a daily rate and this change is driven by a 
collective discussion by all stakeholders.  We as a nation are missing in this 
debate as far as names are concerned, this is a time consuming process that for 
a private business can be very unproductive.   And thus my suggestion.

The ccTLD recognises ICANN as the global co-ordinator of the Operational 
Administration of the Internet 

2.2 of ccTLD by ICANN

ICANN recognises the ccTLD as the designated Top Level Domain Registry in the 
sovereign state (or other country or region) to which the Top Level Domain Name 
has been allocated. 


3 Service Relationship

3.1 Provision of basic services by ICANN

Maintaining the root & procedure for failure.

3.2 Payment of Fees for basic services

Basis of fees to be established but related to level of effort involved (not 
number of domain names). 


4 ccTLD Responsibilities

4.1 To Ensure

The continuation of the original culture and inspiration of the Internet; The 
stability and safety of the Internet particularly within their own ccTLD; The 
interests of the sovereign state (or other country or region) indicated by the 
designated top level domain. 

4.2 To Operate the Domain Registry 

Provide the Domain Name service to the Internet community using the designated 
Top Level Domain Name. 

4.3 To Provide - 



5 ICANN Responsibilities

5.1 ccTLD Delegation Delegate and maintain the delegation of the ccTLD. 
Establish and agree with ccTLD the procedure for changes in delegation of the 
ccTLD. 5.2 Provide forum for discussion 

(DNSO etc) 

5.3 Reservation of TLD Names for Sovereign States 

ICANN and the ccTLD will agree a list of reserved TLD Names (gTLD and ccTLD) 
which cannot be created without the prior written approval of the ccTLD and the 
Sovereign State involved (e.g. Country names (.FRANCE, .CHILE); Country three 
letter ISO Codes (.USA); Country Telex or Airline Codes (where different from 
ISO 3166 codes) (.EI); Country Generic (.AUSTRALIAN, .JAPANESE); etc.)
