Not quite.

The oldest image that supports NAT on the 2500 Cisco series 
routers is IOS 11.2.

Depends on the amount of traffic you are looking to push. 
The 2500 is an old box, and NAT is both CPU and memory 
intensive.

You need to have a CCO account with Cisco or ask the mailing 
lists, like you've just done.

IOS 11.2(26g) is the latest stable release for the 2500 that 
supports NAT. It requires 4MB of RAM and 8MB of flash.

A jump to 16MB would help maintain more state information, 
but not necessarily make the box run faster.
