This would be nice and the back-end .torrent file creation and manipulations would be a breeze considering that a good number LUGgers already have access to some form of Internet access where they can get the ISOs. What I see as an issue is how to centrally access, manage and allow LUGgers and the rest of the community to benefit from FLOSS; in its true sense. A colleague once mentioned Community Networks. The idea is that interested parties access a Wireless NIC and a re-used Router, with a locally made (and/or omni) directional mast. Since most people already have access to a PC at home with a local variant of their FLOSS, the wireless points would be setup to peer all the information that one would be happy to share. This might be a first step in justifying and enabling the need for improved IXP service; since most guys cry about the lack of local content as a "speed governor" to a more efficient IXP. This setup initially eliminates the need for any one party to invest heavily into the system and then get disappointed by the lack of "break-even" interest. All U need is to set yourself up (for less than 500K), advertise the content U have and let other interested parties decide whether to link up. More the connections should translate into 'faster' downloads. If taken up, this could truly change the face of ICT access and FLOSS development in UG, without any 'Global Fund' mess :) if the gov't (non-beneficiary) got involved.
