If we broaden the class a little to include general contributors (i.e. bug finders, documentation contributors, forum contributors) then it is safe to say that language is rarely (never?) an issue. Communication style could be an issue, particularly if one brings a slashdot-style of contributing to the table (i.e. low on content, heavy on opinion & attempted humour). The trick is to realise that content matters in that arena. No one cares about your opinion until you've earned the right.

On institutionalised support, perhaps yes, there is commonality there.

Ps. As for your poll re Warid and musicians, R. Kelly??!!

This is a blog entry about the challenges Asian open source programmers have,
based on an interview with someone from Mozilla Asia.

When you look at the Ugandan situation, are there similarities with Asia, or
do Ugandan programmers face different challenges?

Just wondering.
