Dear joachim, CFI (or predecessor) has never paid anyhting to ther UG gov't (or any governmental body) for the .ug domain. NO ccTLD has ever (to my knowledge) paid for their ccTLD. That's not the way it works!
ccTLDs were given out (by the IANA) on a first come first served basis many, many years ago, when the DNS was a new thing, and no one had any clue that they would be worth what they are today.
