If I remember correctly celtel uses a proxy for all EDGE clients.
Using "APN: internet.ug.celtel.com" alone will not work.

Ask Celtel customer care for the "APN", user-name and pass, although
the
last two are usually not required with most operators. Then do:
Settings
-> General -> Network -> EDGE and enter the "APN".
