I think service providers need to drive literacy levels right from the grass
root thru provision of public access to data in semi rural areas upcountry
thru schools, tertiary institutions and even district headquaters.

The whole debate of local content will shoot wide open if we can widen the
base of this market.

If anything internet should be cheap or free for schools upcountry coupled
with a few donated computers so as to promote interest and literacy

Per Capita matters here too. How much are you going to earn from an economy
where over 70% have hardly interacted with the internet and earn less than
US$ 5 a day? This is even before you talk about literacy.....
