Actually, as far as I remember, web.eahd.or.ug (the primary name server for .ug) was from the start configured to accept axfr requests from only the known secondary name servers. As of last week, tests showed this was still the case - despite the other secondary name servers allowing zone transfers from anyone e.g ns.ripe.net. CFI is aware about the issues with the other secondaries and, they are taking steps to have them resolved.
