Could you be more specific please, in as on which fora it was discussed and if
possible who won the tender and what is on the ground at the moment.

This issue has been discussed in the past before, on
different fora.
In fact, a tender to provide the infrastructure for this (as
a PoC, if I recall), was done. Not sure what became of the
results, though.
In the end, this looks like a commercial issue, rather than
a technical one.
