I re-read that after I had sent it and realized it was a little lacking in useful infomation. Even though I have now fixed it for prosperity's sake let me stick down my configuration

OS: Ubuntu 8.04
FTP Daemon: proftpd
Firewall: shorewall
Clients used: firefox 2.x, konqueror 3.5.9 & ftp commandline

The problem was remote, but managed to fix it with a module added to shorewall. This is the article which did it. http://ubuntuforums.org/showthread.php?t=147133.
