Well from an MX lookup, ;dicts.mak.ac.ug. IN MX ;; ANSWER SECTION: dicts.mak.ac.ug. 28800 IN MX 20 mail-gw1.mak.ac.ug. dicts.mak.ac.ug. 28800 IN MX 10 mail-gw3.mak.ac.ug. Probably the connectivity problem is with mail-gw1.mak.ac.ug. The backup MX mail-gw3 is alive and bouncing all mail it gets. And they are using a dead RBL on it.
