For those who did not realize already, from a rather trustworthy source, the

Things to note:

According to M$, Uganda does not qualify for the 3USD windows (Only windows!) 
program. Elsewhere in the article, the more normal price of USD45 is 
mentioned. Just imagine: the governments laptop program would have been able 
to provide laptops for at least 45USD less than it does now. And that is 
without office. 

In regards to tax-money: the namibian government pays 667USD over 3 years per 
computer for M$ licenses.
