This is an easy problem to solve if ISP's develop "local 
bandwidth" business models. Yes, the last mile providers 
also have a role to play, but we have to start somewhere.

With the current models based on international bandwidth 
purchases, regardless of where traffic is headed, even 
though a 10Mbps Ethernet circuit became available for 
next-to-nothing, ISP's existing models would keep users 
that are local-content heavy away.
