This would mostly be for technical reasons - for the typical IPLC backhaul, the only other popular option before an STM-1 (155Mbps) is a DS-3 (45Mbps). Since SEACOM, like many other cable systems, will be operating an SDH customer-facing network, an STM-1 is the smallest they can possibly offer. It makes sense too. Anything lower than an STM-1, and the port costs begin to add up quickly. In the grand scheme of things, I posit an STM-1 isn't much these days, even at US$350/Mbps/Month Cheers, Mark.
