Following the expiry of the previous 2003–2008 policy, UCC has been developing a new RCDP (Rural Communications Development Policy) for 2009-2014. A stakeholders' workshop was organized on 30th July 2009 to discuss the draft policy that governs the use of the RCDF at Imperial Royale Hotel, Kampala. The second phase of the policy (RCDP-II), while continuing to address the broad underlying issues of under served areas, will particularly focus on three aspects that are key for the development of Uganda as an information society.

These include:

* · Broadening coverage of RCDF intervention
* · Addressing the country’s future goal of a broadband-enabled information society
* · Local content production and utilization

A key component of their mandate will be to support the roll-out of computers into the community, particularly in primary and secondary schools, as well as community centers. However the draft policy document is silent on the system OS, which as we all know means a default to MS Windows, given all the concessions Microsoft has been giving.

I think as members of the FOSS community, we should say something to ensure a level playing field.
