This is not bad, per se. In the pre-bubble days in the netherlands, there was 
a company doing a lot of digging. They would lay fiber for up to 5 companies 
at the same time. They just took the liberty to add an extra string for 
themselves, while they were at it.

That company is now a major ISP. 

There is no concept of too much fiber. Not in my book at least.
