Stephen, I think its important for you to understand that to measure BW on a link, files have to be sent over that link and then theĀ files size and time it takes to down/upload the files can be used to compute the speed.
This means measuring speed round the clock would mean using your link just for measurement purposes - this is the reason BW measurement tools like the ones we have given you links to only do a onetime think because your pipe does not change (at least not ideally) What Chris is giving you here measuring is the actual volumes of data you will be pushing/pulling through a link at any given time which can be kept for posterity - this tells you what your usage is Vs the actual pipe(capacity) available to you. Monitor your router with SNMP using MRTG or Cacti, or using its built-in graph functions, and look for flat tops (have a look at the Bandwidth Management Book, http://bwmo.net for info).
