If i had to make a choice between 2 people one with experience and one with
papers, i would take the one with experience.

i take the assumption that the scope is well defined i.e. server
administration only and nothing like server administration + user support +
networking + hardware repair + programming + other required competencies

someone with experience can immediately get things done without necessarily
knowing why things work the way they do.

certifications should be done at a later time though to have a better
understanding of why things work the way they do.
