Let me tell you a true story.

 There is a section of beach in Entebbe that is in front of Anderita hotel. 
This section is perhaps 400m long. You may be familiar with it. Anderita Hotel 
operates perhaps 30m of this beach area. The rest is maintained by the families 
whose homes face into it, however the entire area is public. The area can get 
pretty messy at weekends, given your average Ugandan's propensity to litter.

By "maintained" I mean that those families keep the area clean, cut the grassy 
areas just before the sand and so forth.  Nobody pays them to do this, and they 
still pay their taxes. (Who said there are no public-spirited people in this 
country?)

That's the story. Now on to some speculation about the future: Imagine that a 
time comes when the powers-that-be decide that they will take over the 
maintenance of this beach area from the families who have been doing the job. 
They also decide that they will charge for it. Cue an almighty hue and cry from 
the general public.
