This means only the owner of the files can do everything, even the group members can't see or execute the file in question. You need to chmod to around 755 on your "htdocs" directory otherwise only the the owner of this directory who your most probably not (when you launch the browser) is allowed to view this file hence the Access Forbidden error. I suggest you use the default configuration for now. Create it in the libraries directory by copying the sample over. This should work in its default state and you can tweak after its all working.
