I haven't looked at the website, but i can tell you that if the person who sent you the email is oblivious, you need to RUN for your life now.
Usually an email account that has been compromised is used to send this out and malicious stuff awaiting you out there on top of you getting fleeced at the end of the day. Now the part where people from particular countries are not allowed to use the site is usually a nice way to create legal complications of extradition. Some big worms like the Conficker have done this.
