1. Muloem - The idea for spreading it on Ugandan local lists is that the
logo design needs to reflect the local association which is in Northern
Uganda

2. Simon - Unfortunately for the client time is a critical factor, hence
they are willing to take the ideas that they can get in that timeframe.

This is both to the one looking for a logo as well as the potential
logo designers.   I am not sure whether you know about a website
called 99designs, however, they do exactly this.. bringing designers and
customers together.  You can post requests and have a wide range of designs
offered like a market place.  And you choose whether you want to take the
final product or not.
