I think throttled means you buy your 2gb wimax cap and when you've passed the 2gb you get a minimum of let say 32kb to at least be able to finnish reading your mail. And send on to refill your 2gb cap with a new one.
To me that's a cap tht does not include ping and some smtp/pop Any comment?
