That test puts the client at 128/512 on the first test with no traffic on it and at 128/128 at the second test.
Their conecting last mile is a 5.6 dish antenna bushnet used to use. That alone should give 2 to 5mb if the hosting test machine is on the same wired network. I don't think i'm missing something here. I'll start a large popular torrent and get cacti running to test it on the spot.
