I would go further and say that Fedora is the testing ground for new 
software for Red Hat, so it's about alpha quality. They always use the 
latest versions of everything, and whatever doesn't generate too many 
complaints makes it into the next release of RHEL.

Fedora forces you to upgrade every six months by releasing a new version 
and dropping security updates for older versions. I got so annoyed with 
this (and being an unpaid alpha tester) that I stopped using it around 
FC6.

I think it's more like the difference between Ubuntu six-monthly releases 
and LTS releases.

I would recommend CentOS to anyone who doesn't have budget for RHEL. I 
much prefer it over Ubuntu and Debian for stability and ease of 
management.
