For the 66% (46) votes: one member confessed of voting 19 times ..
Thus reduces the votes to: 46-19 = 27.
Actually the member who confessed to voting 19 times never did say
whether he voted 19 times no or 19 times yes or whether he mixed up
his choices...

and lets say a fine for rigging of 2 votes bringing the total value
to 22 Votes.
Strangely enough, I actually only voted once despite the fact that I
knew it was trivial to cheat the process if I actually desired to.
So finally in order of success:
So you need to talk to the person who voted 19 times to verify how
they really voted and you need to readjust for the fact that I
actually never voted more than once.
