You might have to check whether the UTL IP addresses are granted access to that server. If you still cant check that easily, just try another internet connection and see if you succeed or even another UTL connection (e.g their wifi hotspots, dedicated leased lines etc)..or ask someone you trust and is on a different ISP to try it out for you.
