In Canada, pass or jump a red light, fine is mailed to your address.
In other words take yourself to court if need be otherwise loose
credits on driving permit.

Finland is deploying a camera that can detect your speed, whether

photos and call the police on its own.
In this instance I can say that I am glad we're a bit backward. This
