Hi Vass Rwanda had a LUG someyears back but it seems to have fizzled away. Currently there is no known FOSS group in .rw . As for TZ, there is an organisation called TAFOSSA www.tafossa.or.tz and for Kenya, I would recommend you talk to Evans Ikua ikua.evans [at] gmail.com. Apparently he heads the LPA Kenya.
