and your ideas are well intentioned

in my thread, i was not proposing a strategy.

The legal entity is good, and Open source shops need to bank roll the lobby
process,
since they will be the beneficiaries

Of course microsoft shops like computer point and the rest, will not pray
for the success for such a noble cause.

The legal entity, a law in parliament, are positive steps, but not the holy
grail
To ensure that Government Institutions adopt OSS is no mean feat, without a
comprehensive strategy that includes a baseline survey to understand the
scope and magnitude of the problem.

Even if Government decided to pass this law by decree, what challenges are
they likely to face in terms of technical support, user training, selection
of appropriate OSS technologies.
