Hi, Sorry, but the organiser for that group is katerega or katerega michael, and according to his drupal.org profile he is from uganda.
The person who just posted about partying is Joeri Poesen. Joeri is based in Senegal. He is also very dedicated to make Drupal a succes on the African continent. He was one of the organisers of DrupalCon Paris a few years back. Moral of the story, Drupal is a very global community.
