Hey,
the issue could be caused by a greylist filter or delay filter on your email server. Depending on the smtp error message and code the delay filter returns to the sending server, in some cases the interpretation is wrong or its simply incompatible. So, while your server sends a "I am temporarily unavailable, please send again later", the MTN server could understand: delivery error and sends a duplicate of the message. Eventually both will be delivered later on. Check the server date/time in the message header and see if there is some sort of pattern, e.g. every 10, 15, 30, 60 minutes. Although, the smtp error codes and respective behaviours are clearly stipulated within the IETF, I've observed that some email server products have issues with delay filters. That is that some emails cannot be delivered properly or receiving duplicates of (mostly) spam messages or newsletter just like in your case. The only mitigation is to set the MTN server on the delay filter's white-list. Ask your email server admin if they use a greylist or delay filter.
Regards,
Rocco

The message appears in webmail as well. And looking at the headers, there are different delivery times for each message.

The admin on my side suggests that there is a timeout issue between the servers.. the mailscan-01 does not wait till the end of message but instead times out and resends the message. It is *still* being resent till now! Also the admin thinks its to do with the message length... I took a look and sure enough the messages that are being delivered multiple times are all very long messages.

Any idea who the admin is?

Since no one else is complaining, probably means it is an issue on your end.
I had something similar sometime back,
MS Outlook would re POP all emails in case it shutdown uncleanly.
