Not surprising at all. Nokia has never managed to recover from their loss of coolness. Worldwide they are still top dog*, but worry too much about Apple, China and all the others. They tried to embrace linux, but did so half-heartedly (witness the N900's lack of that very basic feature, SimToolkit support). They then bought Symbian and open sourced it, except the developer experience is &#*$#$ as are the devices (compared to Apple), so they can't manage the developer ecosystem that Apple has.
Microsoft is equally lost on the mobile front. So two one-eyed, dysfunctional companies have teamed up in the hope of making it. Will they? Doubtful.
