No, Android is just software. It is basically a Linux distro in the same way SUSE or Ubuntu etc are. It uses a customised Linux kernel, as other distros do, and then contains other software that is mainly but not solely Free software.
Devices running Android are as much Linux devices as say a laptop running Ubuntu is a Linux device.
