As explained, the video will only appear in the local cache if its
considered popular among the community served by that cache. UTL
doesnt have a million terabytes of storage to host all that youtube
content, neither does it have (dont quote me!) that bandwidth to
download the entire youtube.

What are the chances that your Dutch videos are considered 'popular'
among the Ugandan community (which the UTL cache serves?) I still
think you could get better results trying the common local songs
(Bebecool, iryn namuburu, chameleone etc) or even Besigye april demos.

I am not trying to contest your thought that your ISP may not be using
the UTL cache but I think your choice of examples may not give you
accurate results.

Good luck! My ISP too doesn't use the UTL cache so its not easy for me to test.
