As explained, the video will only appear in the local cache if its considered popular among the community served by that cache. UTL doesnt have a million terabytes of storage to host all that youtube content, neither does it have (dont quote me!) that bandwidth to download the entire youtube. What are the chances that your Dutch videos are considered 'popular' among the Ugandan community (which the UTL cache serves?)
