Still on the subject of testing local connectivity, it might be worth
to note that if your ISP's upstreams are ALL off, the youtube videos
in the UTL local cache wont work too although any other 'local'
content (that can be accessed via UIXP) should be ok. This is because
youtube DNS is hosted outside UG so you have to first reach it before
they can redirect you to your local cache.
