With ISP services in Uganda, somethings  gotta give  because all ISP's do
have their own strengths and weaknesses. So basing on your metrics that you
use to judge how good an ISP is i reckon you will find the 'best'.

Lots of factors to consider though, like

   - Where you are located? ( In the city center, outskirts of the city or
   upcountry)
   - What bandwidth you require? (unlimited is not quantifiable) Some areas
   might not have copper/fiber availability but have 3G/3G+ and yet you cant
   push 10MB using 3G
   - Mobility. Do you want a fixed internet service or do you want to carry
   your bandwidth in your pockets where ever you go?
   - Ease of installation is also something you might concider, some people
   do not want their walls to be drilled with holes to clip cables etc because
   they are renting the premises ( Dealt with such a client a while back) So
   the ISP you pick should be able to provide you whatever service you require
   minus 'decorating' the walls etc
   - Geographical Coverage. Do you plan to expand your business to other
   locations in future? Do you want a dongle that will push 3G+ only in Kampala
   and falls to GPRS outside the City Center?

So in my opinion, the ISP's the provide the best service are as below


   1. (Mobility) 3G/3G+ - Orange
   2. Fixed/Copper Fiber, RAD (Generally Triple play services) -  Uganda
   Telecom
   3. Stability - MTN
