Reiner, I think the issue is in the bidding. A person who expects to supply the computers with pre-installed windows will definitely have a higher bidding price than one who is using FLOSS.. If the bidding notice does not clearly indicate the type of OS that should be running, then that is the way to slot inn FLOSS
