Hi Tim, The landscape of Ugandan ICT related mailinglists is not very wide. There is i-network, there is GTUG (i think they have a developer list as well), there is Design Kingdom (webforum), there used to be a linux/ug Chicks platform (i lost that a bit, does it still exist?
AFAIK, this is the oldest hardcore IT list there is. With mostly admin content, less for developers.
