Without seeming overly biased (we provide a similar service), may I suggest 
that U save yourself some stress and resources (time & money) and focus on 
developing a service that will link with an sms aggregator (http).

In an attempt 2 keep everything OSS, we (www.simusync.com) considered and 
tested a number of OSS options of getting critical time-bound SMS 2 intended 
recipients within a limited budget. Each service (modem, multi-SIM sys, 
SMSC...) had pros & cons, but it came down 2 cost and feasibility of 
implementation. It's kinda hard 2 implement ur own SMSC on a VPS in the cloud 
and then link 2 a local SMS provider charging 150/= per SMS. Attempting 2 host 
a dedicated server locally has it's headaches too; link reliability, power and 
so on.

This is getting fairly long. Pl'se contact me off-list if U need more 
information for this setup. 'Ope this helps.

PS: Many aggregators may 'work around' the short code issue, but as the service 
grows, U will have 2 get a dedicated short code 2 receive the sms.
