On my last visit to Mega Cetauri in the Fantast Nebula, I met a couple of ICT wizards who might fit the bill, I also know of a couple of MIT graduates with the qualifications mentioned - although they told me that they have no intention of working for anyone as they are starting their own companies and have just passed the first $5 billion. But in Uganda ??? - What are you paying ??? Surely you are not targeting E.A. ICT graduates ??? I always enjoy reading this kind of demand. Unfortunately in countries where there is high unemployment, it often happens that it is those offering projects have no understanding that it is they to say PLEASE !!!
