Hi Davis,
In Uganda, the truth is that the law that established sim-card registration is called, " The interception of Communications Act". It's purpose is to allow the Government to intercept your phone communications and prove that the simcard that was used belongs to you. See http://www.acme-ug.org/component/k2/item/16-parliament-passes-law-to-intercept-communications-following-uganda-attacks and http://www.loc.gov/lawweb/servlet/lloc_news?disp3_l205401090_text . So, now judge for yourself where it falls. you will probably have to read it alongside with the Anti-terrorism Act and the Treason Act.
