Hi, assuming all parameters have been defined, what next? I see these as plausible:
One is a web service (something like a SOAP object) deployed somewhere on an app server (google api could also provide an alternative to this..) with comparison routines based on your parameters and an interface for its consumption. The other is a usual database driven page that prompts customers to rate their ISPs on your given parameters... > Indeed!
