The statement "the system would initially block" does not bode well
especially with a gov't controlled organisation.
Either we call for independent (non-gov't) control or we completely scuttle
this idea. Like prostitution and other lifestyle
choices (homosexuality, etc) legislating the access is not the answer.
Rather we should educate the people and leave choice
up to the internet user. First it will be child porn (and we will all
support this) then it will be twitter and facebook. Next,
LUG will be monitored and soon, free speech will cease to exist on the
internet. 

Community moderation or total scuttling.

Dear everyone,

The executive director of NITA proposed the implementation of an Internet
blacklist during a presentation made at the Uganda Internet Governance Forum
on Tuesday. 

He stated that his intention was only to start a discussion about the issue.
He did not indicate that there were any plans to implement.

According to the presentation, the system would initially block child
pornography, copyright infringing sites, and terrorist content.

Given the potentially significant long-term impact a centralized Internet
blacklist could have on society, I feel it's important to spread the news so
that everyone's voice can be heard.
