I am listening to a presentation as we speak by Linet Kwamboka of the Kenyan 
Opendata Initiatives.

She just mentioned, Uganda has a Freedom of Information Act, whereas Kenya is 
still to debate theirs in parliament.

So, your statement is more fatalistic than true.
