Most proper mailing lists today do censor the e-mail addresses before distribution, but I have learned that when it comes to security and integrity, be very wary of anything starting with "Uganda." Remember a few weeks ago when I demonstrated that UTL do not authenticate outgoing SMTP traffic, thus probably being a hub for spam distribution?
Interestingly, I haven't experienced any rise in spam whatsoever. Shouldn't we all be suffering from heightened levels of spam if this mailing list were the culprit?
