I think the congressman wanted to try the new Ubuntu stuff everyone was talking 
about, but instead of asking a computer literate person to install it for him 
he did it himself and panicked when he couldn't find the start button. Then he 
covered it up with some vague reference to "vandals."

It's common in both congressmen and computer illiterate persons to lay blame on 
others when things get out of hand. :)
